As far as setting up facilities for an annual safety inspection, they wouldn't necessarily have to. I lived in Missouri for 3 years where they also had an annual safety inspection and they just made repair shops and car dealers pay to certify their technicians to do the inspections. There weren't any state run inspection facilities. You went to your repair shop, paid a $19 inspection fee (IIRC), and they wrote up the report that you bring to the DMV to renew your plates.

Either way, this shit passes and I'm F-ing moving to TX.
