Illinois Introduces Bill to Raise Gas Taxes/Create a Road User Tax and Raise Registration Fees

S.B. 3279 would establish a distance based road-user fee which would tax vehicles at a rate of 1.5 cents per mile traveled. Distance traveled would be calculated monthly, through a GPS tracking system, an odometer reading, or an annual flat rate of 450 dollars.

S.B. 3279 would, beginning on January 1, 2017, raise the tax on motor fuel from the current 19 cents per gallon to 49 cents per gallon, which would be rebated to Illinois residents.

S.B. 3279 would increase motor vehicle registration fees, including for antique vehicles and expanded-use antique vehicles.

In addition to creating privacy concerns, the bill seeks to penalize national efforts to create a more fuel efficient vehicle fleet by taxing drivers based on vehicle mileage. As gas tax revenues decrease due to hybrid and electric vehicle ownership, states are looking for new sources of funding for pet projects.
Overview: Legislation (S.B. 3279) to create a program that would require each owner or lessee of an Illinois-registered motor vehicle to pay a road user fee has been introduced. To determine individual tax rates, Illinois residence would be required to select one of three distance-based road user programs. The bill would also increase the gas tax and certain vehicle registration fees.

I can understand road tax, especially with the gradual increase in electric and hybrid vehicles.

I cannot understand how they think this will work at a state level, so whats stopping me from claiming that I drove 300 miles in IL, and put 10,000 miles on my car in other states if the point of this is to drive revenue for road construction projects for the state, the logic is flawed at a core level. Flip-Side, you have people who live in IN that commute into Chicago every single day, using IL roads that wouldn't be paying this tax...

Nor can I understand how they think they can casually raise gas tax by 30 cents along with this....

At 1.5 cents per mile, they would stand to make $180 off an average vehicle, and then nearly nothing from 'pleasure' cars.

I'd be more OK with them just dumping another $100 on my annual registration fees for each car, wouldn't that be vastly easier to tackle than this convoluted ignorant plan??

Granted.... They wouldn't need to increase it at all if they actually knew where the tax money was all going....

How many miles is the average milage a year now to come up with $180? Then there are people like my parents that average 100 miles per day in their car so yea....

They can't even afford to send out reminders for emissions testing. Could you imagine them trying to set up a program like that?
Its not thst tbey can afford it, it more of it saves us $$$$ each month and brings in $$$$$ in late fees and brings in $$$ for local police for tickets.

By not sending out reminders its a giant revenue maker

Illinois doesn't even have a budget. Maybe they should worry about that, rather than new ways to screw it's residents.
But by screwing us they can bring in more revenue!

Now I feel this is a far stretch to actually get passed. However, if it did, my house will be up for sale the following day. My Realtor would will getting us listings from another state.

Also it makes sense that they are going to stop sending plate renewal reminders. Looks like they are coming up with alternative plans, like this one........

Me too. I'm at 25k just for work. Not including anything else. Guess how many people will be doing as much as possible from home.

this is where you would make a fortune if you found a way to shield and spoof a GPS receiver in a modern vehicle.
I'm more worried about what this means for my vehicles that travel less than 1 mile per year

If this passes, all of my vehicles will be registered in Wisconsin.

Instead of passing stupid legislation like this, how about cutting (and cutting cost) the number of Illinois Government units in half to match our neighbors? Oh wait, the Democratic machine needs State employees to vote for them!
