A lot of newer cars can't even fit a wheel diameter that offers a 26" tire. Due to the larger brakes newer cars have.

However, everyone, and I do mean everyone, agrees that they own a street car and it falls on the line right before crossing over to race car where all the faster cars fall into.

So by legal you mean working wipers turn signals stock seat belts dot tires stock exhaust front plate etc. That knocks out a lot of cars off the list.

I mean am I gonna get pulled over and handed tickets every time I use the car because of my car and not my driving.

Seems silly to think too specific about it. If you have a title, tags, insurance, and can drive without being pulled over for vehicle infractions then I'd say it's good.

I would say "street car" means "street legal." That means plates and insurance, like a few guys have already said, but also equipment (lights, tires, etc) and at least theoretically passing emissions. Obviously we can overlook things like illegal window tint.
