I’m not even sure why it is necessary to have a physical transponder in the car. They’re able to grab your plate number and match it with any existing transponder as long as you have it registered on-line. Is it that there is additional processing costs when doing it that way as opposed to the traditional way? They could eliminate the costs of everyone having a transponder, granted IDOT probably passes that cost down to the consumer anyway in either the price of the toll or the deposit on the transponder unit.
