If you get a short bus I believe you don't need a CDL or special license. I could be wrong though.

you dont need a special license for a full size bus if it has a water source, a heat source and something else because then it is considered an RV

sometimes yes, sometimes no... If converted to an RV (added PERMANENT bed to rear) then a CDL may not be required, but if it is still used to transport passengers exclusively, a CDL B +passenger endorsement may still be required.

and that is anything that was designed to carry 16 or more passengers, regardless of vehicle weight.
