well. normally you are totally correct. But this happens pretty often.
Ireland for a week in a hotel 900 a person. France for 500, London for 1100..

the travel and tourism bureaus will subsidize plane tickets and hotels to get tourists with what they perceive as disposable income to come to their country and blow through money.
The concept is similar to letting the rich guy with the hot girls into the club through the front of the line, or when casinos comp a huge suite to a guy hoping he losses a few mil to them.
I ran numbers on my last New Orleans vacation and found out I could have done Ireland for the same price.

so its not totally out of the realm of possibility, especially when these kids probably had someone do the booking for them.

I get what you're saying, but they cant rely on tourist's disposable income when they had to practically build a city and its infrastructure from ground up for this venue. They needed a lot of capital up front. They didn't even have plumbing or running water.
