true, every aspect of the formula dictates the winner... it would be cooler imo to have the cid portion of the formula not as heavily weighted as the power and torque numbers imo
I think as well it'd be neat to raise the 7k rpm limit... keep it the same fuel and the compression the same, let these engines sing.

I think the rpm and comp ratio are BS. Keep everything else the same and let those go. If you want maybe limit the octane rating of gas, that should help keep the ratios a little lower.

No mod motor can be made that big. Not enough bore and stroke with the current architecture.
Why do you say that? This is the first time the motor was used with good results. Chevy and Mopar motors have done very well in the past.
