Turbo is a probably a goner, it was overboosted by nearly double the max for it's entire life.

Small claims court is honestly your best bet. Mechanics Liens as stated will take a long time and not worth all the hassle for a smaller amount of money.

In small claims court, you can get the money you put into it back, and you can sue for storage as well for your inconvenience
