I ended up doing some reading on VAT and consumption taxes as a result, and Australia did make changes in 2000 so there's that.

My 2 cents, politics in the US are so partisan that tax and healthcare reform never seem to happen.

As compared to a lot of the top 10 world economies, it looks like we have a lower overall tax rate but we also pay more out of pocket for healthcare. So maybe in the end it doesn't matter.
