Mine had chains, not a bracket like that.
I had no choice, I was towing with a Chevelle wagon, and it hit the deck when you loaded the trailer.
Now I'm not saying the brakes were working perfect, it was a long time ago, but I didn't know any better, and it was the only trailer I could afford.
When I bought a brand new, much lighter trailer with electric brakes, I still used the hockey sticks, but probably had a much safer combination.
I usually drive like an old lady when towing, so very few emergency braking issues.
