It's not quite like that.

Easiest approach is send the nanotube cable into orbit and drop it down. Might take a few rolls but that would defeat the gravity issue of pulling it UP.

As to going all the way to the moon? Don't think so, moon distance to any given point on Terra constantly changing.

The stories I read were never about getting to the moon.
They were all about cheap, safe ways to get cargo out of the atmosphere to a station, then go to our outposts.
Moon, Mars, farther out stations etc etc.
I don't think anyone seriously thought we would have an elevator to the moon???
Just get supplies lifted up without needing giant ass rockets that tend to blow the hell up every so often.
I don't think I saw anything about the elevator stopping 10 miles up???
Once the stuff is up there, it's much easier & cheaper to move, that 1st step is what costs so much and is so dangerous.
