all they do now is plug into the car and check the readiness codes. if the computer says your "emissions equipment" on the car is working like it should you get a pass. but if you have no cats youll have to make sure the readiness codes are all green or you wont pass. didnt know if you knew but figured id throw it out there. if you need further explaining let me know.

Don't pull the battery or anything, that'll reset the monitors and you'll be rejected. I would get some rear o2 simulators. Tells the PCM that the oxygen sensor is seeing low voltage which is the opposite of what you are seeing.
