well I was just trying to figure out where he was talking about, because milwaukee only goes NORTH and SOUTH.

so either he just made a mistake about the direction, or he made a mistake on the street the car was going 'east' on. I chose to assume the latter.

Well, you are mostly right. 21 ends in Gurnee and you must either go left towards Wadsworth, which is northwest or right towards Waukegan which is southeast.
