AEM A/F UEGO Gauge issue

I bought the gauge used from a member here, used with 3,000 miles on it, and got around to installing it today. I start the car up and I get readings from 11.x to 17.x and in between for a couple seconds then it just maxes out. The LED pegs at 18 and the digital display reads "- - -" as she sits the 02 sensor is mounted behind one cat, although the reading isn't accurate I felt I should be able to get some sort of reading Does anyone know what could be wrong?
