Emissions help!

I recently got flagged for an emissions test in March. I'm running a CEC for my lack of cats and I'm planning on doing the anti-fouler + MIL eliminators.
I was wondering if anyone has experience passing with this type of setup.

Also, are emissions test based on county? If I was to register my car in DeKalb, would I need to get the test done still? I've heard that the test isn't required there.

On OBD2 cars if the light is off and the systems are ready you pass. Its as simple as that.

^ not exactly.... you also need to meet the criteria for checking all the parameters that obd2 monitors.

light off, monitors set and you'll pass. my gtp didnt have a cat, and my gto doesnt either. both passed without an issue (hptuned the cat codes out)

the foulers and or MILs should work on the stang to clear it.

my stang had a SCT tuner so just turned off the rear o2s and set all parameters to say they are ready.

They test emissions by zip code.
DeKalb no test.

As long as there is a non SES commanding DTC & all required readiness tests set you'll pass.
96-2000 they'll allow 2 readiness test not to be set.
01 & up only 1 not set is allowed to pass.

If you fail with a catalyst code, & this is only on a catalyst code, the catalyst readiness test must pass w/ no codes to get thru emissions.
