Emissions help!

I recently got flagged for an emissions test in March. I'm running a CEC for my lack of cats and I'm planning on doing the anti-fouler + MIL eliminators.
I was wondering if anyone has experience passing with this type of setup.

Also, are emissions test based on county? If I was to register my car in DeKalb, would I need to get the test done still? I've heard that the test isn't required there.

They test emissions by zip code.
DeKalb no test.

As long as there is a non SES commanding DTC & all required readiness tests set you'll pass.
96-2000 they'll allow 2 readiness test not to be set.
01 & up only 1 not set is allowed to pass.

If you fail with a catalyst code, & this is only on a catalyst code, the catalyst readiness test must pass w/ no codes to get thru emissions.
