Simple Green and a wheel detail brush. It will require some scrubbing.
Brake Cleen spray can also get some tough dust off as well as clear up some staining. Just make sure to try it in a hidden spot because it might take off some wheel clear coats.
I"ve also seen folks take the wheel off and use WD-40 to remove caked/baked brake dust. Just make sure you wash the wheel afterwards and do NOT spray WD-40 on the wheels while they are on the car. (Brakes don't work well with lubricant on them.)

To prevent future caking, I would recommend the American Racing Wheels Wheel Wax.
It protects the wheels and helps prevent the brake dust from sticking and/or staining.
