I would use some Simple Green degreaser cleaner (Pep Boys $4) and spray that on the rims and let is sit to break up some of the oil/dirt/grease/etc. then just use some soap and water and wash them real nice.

If you are looking to get them shiny you can use some Eagle One/Never Dull (Pep Boys $5) its in a little round can and its like a oiled cloth and you rub it on the rims and let it sit, it will actually turn them dull (don't be frightened). After like 10 minutes of it being on there just grab a clean rag and then rub it all off and the will shine!

I know this is pretty detailed but it really boils down to...
get down on your knees and scrub real hard... but use water and soap..

DO NOT USE ANY CHROME POLISH ON THEM! They are clear coated polished aluminum. You must treat them like your paint. You can harm them with metal polish. Use a wheel cleaner like Eagle One A2Z to clean them. Read the directions carefully and follow them.

Use a paint claner or polish to get them shiny. Protect them with wax or a sealant like Poorboy's EX, Klasse or even Zaino. From then on, regular washing with car soap should keep them looking great.
