I forget the exact term for it (it's been a while) but they're checking to see if your computer is open as a gateway...

They're afraid that people may connect to their server through you... I used to do this alot when people ran various proxy software... made it easy to get past server and network k-lines ...

So they're basically afraid that either your computer is vulnerable to being used as a proxy/gateway for others... or you are using the IP Address (in this case your IP) as access to their network ...

There are some proxy's gateway servers (I can't for the life of me remember the one I used to take advantage of...) that don't require any authentication... connect to a certain port and you're on and can sedn requests through them... so the stop this the IRC servers check for the commonly used ports for such an application... if it's open then you don't get on...
