Probably a guard just sitting there getting free entertainment. You'd be surprised the shit that goes on in a jail or prison, and guards allow it.

I'm pretty sure I saw something on Vice the other night that said the Alabama prison system is royally fucked. Like the prisons are filthy, guards arent coming to work, etc.
