Did they really run from the cops? I remember back in the 90's the crotch rockets would always be blasting down 25 running from the cops.. It was no fucks given back then.

Yeah, the guy pulled into the shopping center with a cop behind him. But he kept on riding and not slowing down. I think he was going to try and lose him behind the theater or something. And then the guy came up past Luke's and headed south on 25 with the cop still behind him. I'm guessing he didn't have a valid plate (or a plate period) on his bike.
