It's not just that they need to over hype it to get the attention, viewers, clicks, media, etc to keep their sponsors happy... but that if they don't over-estimate it, and a big one hits when no one is prepared, they're going to get flamed big time. So rather than try to be as accurate as possible, they take the data and basically set their prediction models to 125%, so not only is the entire forecast area covered, but the amounts expected are increased. If we get less, they're in the clear. They may take a little shit for saying we were supposed to get more than we did, but at least it's not under.

Think of it in the mindset of hurricane forecasters. If they say "it's going to be a CAT 2" don't worry too much, and then it turns into a CAT 4, they're fucked, going to get raked over the coals for not properly warning residents. If they go the opposite way and say it "could" become a CAT 4 and it never gets above a CAT 2, they're in the clear. Stores are happy cause their supplies sold out, and so forth up the chain.

So, boils down to liability as public figures and media. It's really dumb.
