also, i don't think you can compare the 2200 I/O horsepowers to 2200 outboard horsepowers. i think the outboards are going to be at the prop and i believe the i/o engines are rated at the crank....
furthermore, one outdrive handling 1100 hp is going to be robbing a lot more powers than the drivetrain handling 400.
