Seized rear brake calipers on Mustang

Greasy happened to notice the other day that my rear brake calipers and/or brakes are having an issue on the Mustang. You can see that the rotors don't have the wear lines in them from the brake pads contacting them. You could see water stains and other things that would normally be 'cleaned off' by the brake pad. My question is what are my options and how should I go about correcting the issue?

Do I just assume the calipers are effed and get new ones? Is there a way to fix what appears to be a seized caliper?

I did notice some pulsing of the brakes in the last few weeks, so I kind of figured I was about due for a brake change anyway.
