can the urethane bumpers be scuffed and repainted or is it better to sand it down really good?

I heard it's no good to use the paint stripper is that true?

It is not a good idea to use stripper on plastics or fiberglass. It can cause paint troubles later if not done right. Any flexible bumper can be painted, depending on how it is prepped. Also how many or what kind of paints are on it now.
