The difference between summer and winter-blend gasoline involves the Reid Vapor Pressure (RVP) of the fuel. The EPA says conventional summer-blend gasoline contains 1.7 percent more energy than winter-blend gas, which is one reason why gas mileage is slightly better in the summer

They use butane to bump the vapor pressure up and it’s a lot less efficient, they started blending the the max the epa would allow a few years back so the mpg got a little worse

stupid question...why does gas mileage seem to change in colder weather,anyone else notice?

Cold engine, more friction, worse combustion until up to operating temperature. Colder fluids create more parasitic loss too as the bearings, transmission...etc all take longer to warm up.

Modern engines also run richer when cold, so since the engine takes longer to warm up, it runs richer.

Fuel also has less energy, because it has more additives designed to allow it to vaporize better. With gas its the gas that burns, not the liquid. So the additives help it vaporize at lower temperatures better, but reduce the BTU's per gallon.
