The old school 204/214 even would really help that engine out lots. A cam with a faster ramp rate like an XE series would help with the lower static compression but I don't know that I'd bother honestly.

If you can find one a 700R4 would be awesome and a bit but not a ton of work to swap in probably. I'd think you'd be into a high teens low 20mpg car on the highway at that point too. My Lemans with 3.23s and 3 speed manual got 17mpg going from Chicago to Milwaukee. The QJ wasn't ever really tuned either tbh, except a few shots in the dark.

If it's going to be more of a cruiser/fun ride/economy I'd almost look for a Performer and a QJ honestly. I'd find a decent set of manifolds (perhaps something like the C1500 tubulars if they fit) and that way stuff stays low maintenance and then throw whatever catback on to taste.
