Illinois General Assembly - Bill Status for HB0186

Amends the Code of Criminal Procedure of 1963. Provides that a peace officer shall not stop any person in a public place based upon an officer's inference from the circumstances that the person is committing, is about to commit, or has committed an offense as defined in the Code. Eliminates a provision requiring an officer to provide the person with a stop receipt that provides the reason for the stop and contains the officer's name and badge number. Makes conforming changes. Effective immediately.
AKA a Terry stop.

This is the same guy that sponsored the "Parental Bullying" bill that tried to make it criminal to discipline your kids.

"Full retard" would be the understatement of the year.

A police officer can't stop someone in a public place if they believe that person has committed an offense? WTF?!?!

Im confused by the wording as well.... It sounds like they want to make sure stop and frisk doesnt become a thing, but that wording doesnt make sense to me? :dunno:

This is more of a stop and frisk thing. A "Terry" frisk is an over the clothes and not in pockets pat down.

If you have a banger looking sneaky, this new law would prevent cops from stopping and Terry frisking him.

Cops use Terry frisks for officer safety and for fishing purposes.

But the highlighted part in the law above seems to say that cops can't stop you if they have reason to suspect you committed a crime. That ain't right.

I think the Terry law was fine the way it was written. Why fuck with it?
