Hard to start when it's cold outside, runs rough.

this is for my brothers 99 lincoln continental 4.6l motor.
car ran great untill this winter, everytime it's cold outside it is very hard to start it cranks for like 10 seconds then turns over, it runs pretty rough while its cold. Also the tranny will not shift out of park when it's cold.

this past weekend was cold again and it started to do the same thing. When the weather is warm no issues with starting or shifting into drive.

clean out iac, t.b., maf and new plugs seemed to help a bit.

Getting a evap code for the purge valve/solenoid, no leaks were found and changed gas cap and it made it a bit better.

any ideas if these are related issues or 2-3 different things going on?
