Some form of charges pertaining to gross negligence (the equivalent of manslaughter if he had killed him) if not attempted murder charges should be allowed here especially if they had previous history. The first scream from him is when he is in the middle of complying. Not only that but dropping a person like that after they're in cuffs and have been tased is flat out absurd.
I will say I'm very surprised that dash cam footage even exists. It seems like something that would get deleted.
