Boost control solenoid

I was running new vacuum lines and probably never paid much attention to it. So this vent (or whatever the correct term is) is sucking air at idle. I don't believe it should be plugged but should it act like that?

solenoid on/PWM modulated ontime it feeds lim vac to bbv actuator to open bbv.
closed the solenoid is supposed to plug the vac source and connect the bbv line to atmosphere(the port withthe metal bracketr that used to hold a foam block to keep debris from getting sucked into it....to reduce the vacum.

you shouldnt have vac leak at that bugger something probably got sucked in and its stuick midway

Replaced with new, don't feel or hear any hissing. If I connect/dissconnect either plug with hose from bbv it won't change MAP values at idle, sit at ~ -20 inHg so I guess old one sucked some bad shit in and is not closing like doctor said above.
