Since it is after clutch release, out of gear, I'd look at clutch sensor(or switch) and neutral safety switch. Both may be 5v or 12v ground reference to the pcm. Does braking affect it as the brake sensor(or switch) will be on a similar/same circuit.

MAYBE IE pcm thinks your braking with clutch engaged, so it kills engine power to assist in the stop :dunno:

Gotta start where your symptoms start.

Thank you guys again! Some of us were shockingly close. Upstream O2 and it's connector appear to have been the root cause. On a hunch, I unplugged it and took it for a spin. Car behaved notably well. Ran to O'reily's and grabbed a replacement Bosch sensor, tossed it in (Found a wire in the pigtail with melted insulation whilst doing so, repaired.) and was good to go.

FUCK YES. FUCK YOU, DODGE ELECTRICAL ENGINEERS!
