Why would it be seized? Look at those junk yard shows. Cars in way worse conditions, fire right up.

The story says the owner started it occasionally. I wouldn’t worry about driving this thing after basic tune-up. Not that it matters, this car is just going to sit in a different garage

Not a single worry besides moisture in the oil and bad fuel.

Once they start driving it it'll start leaking, even more so if they put a modern oil in it. Probably will start to burn oil from valve seals

Would be ok for excersizing the seals, but chances are it never got hot enough to burn out the moisture in the oil. Inside of the motor are probably just surface rusted..

It needs to be driven. Starting it and letting it just idle is bad for it too.

Obviously needs hood struts. It will also likely need a headliner and bumper fillers.
