So you think that parents who smoke/smoked weed will let their kids? With a few exceptions I HIGHLY doubt that is normal.

I think there's an additional element to that though. Because it's illegal, a parent isn't going to want their kid to get kicked out of school, arrested, or being around "bad" people. When you're an older or an adult I can imagine parents caring less. I know a few people who smoke and their parents know and it's not a big deal.

Does one have a talk with there kid when they get closer to the start of drinking?

My dad told me, probably around 17, that if I was ever out drinking and needed/wanted to get home that I could call him regardless of what time or where. As long as I wasn't driving drunk.

My dad knew I was drinking at 17, but knew/assumed I was responsible about it.

I think it's a valid question. Most parents that smoked weed when they were kids, or still smoke weed, would prefer if their kids don't. Why is that???
My Mom smoked when I was in HS, and we used to smoke together when I visited on the weekends. My Dad was super-strict and straight as an arrow though, and I lived with him. At the time I thought it was awesome that my Mom partied...but looking back it was pretty irresponsible (even though I would have done it w/o either's consent).

Yeah, I have seen both sides of it with my Dad (who is a Korean War vet/Marine Sgt), and my Mother who is pretty liberal....and it's safe to say neither of the extremes are a good philosphy to deal with kids experimenting. Then there's me, who's probably done just about every drug out there at one point...at least I have some perspective to fall back on.

Most drugs are pretty bad for you, but pot's pretty inoccuous. It's probably one of the only drugs that can't kill you. Yes, if you smoke it constantly it'll make you dumb...yada, yada. But so will watching Fox news every day.

Long rambling aside, I think any parent would do what they can to ensure their kids development into adults. It's at that point they can decide what they want to do.
