Foles has been a back up QB twice now. He had the one good run when he won the SB for Philly. He was beat out by Gardener Minschew.
I don't think it's guaranteed he is the Bears starting QB week 1. Dalton or Cam would have been more likely day 1 starters.

Cam Newton was just sitting there. Carolina would have jumped at a 4th round pick. They may end up releasing him.

We'll wait to see what the financials are....there is restructuring of his contract to make the trade work, what those are, are going to make or break this deal IMO. The Jags are eating $18M in dead cap. Foles' contract was SO BAD, that most assumed that it would be a Osweiler situation where the Jags would have to send picks with Foles for the new team to be able to take on that bad contract (NBA style). But then here comes Pace, who has proven to be one of the worst GM's in the league, to gives the Jags a decent pick and at least some of the bad contract. I anticipate this situation to turn out very poorly, and cost Nagy and Pace their jobs, which may be a blessing in disguise.
Foles is not awful; however, Foles is not good. He will have to compete with Trubisky for the starting spot. It's not a given that he will be the starter. He is an distinct upgrade over Daniels; however, we don't really know if he's really going to be that much of an upgrade over Trubisky either. Foles has spent a large portion of his career as a backup QB, and will occasionally come in and perform some magic....I think Pace is hoping there's still a spark....that was the Jags mistake, paying him an absurd amount of money. The Jags were able to more or less "fix" their mistake by passing it off to a dumber team.
I have a feeling that we'll see significant playing time from both QB's next season...Neither have a stellar injury history...as both have missed significant time over the past few seasons. I think this is an upgrade to the QB room, but doesn't upgrade the position of QB. Foles and Dalton were my two least favorite options of the names thrown out....
My prediction is that the Bears have a very similar season as last season. One QB will "win" the competition play poorly, get benched for the other guy, and maybe back and forth as Pace and Nagy claw to keep their jobs past this season...which I don't think (hope?) happens. Bears should've gone with Chris Ballard...
Foles at least guided a team through the playoffs and won a Superbowl as the MVP beating Tom Brady . None of the other available QBs have that in their background. That's what earned him the job in Jax and a big contract.
Hopefully he finds that spark again in Chicago.
Now we need 1 or 2 O linemen to keep Foles on his feet... So he can throw to dinosaur Jimmy Graham.
