Interesting.

Where's the incentive to FOID if the government can't make money from it? Only to keep track of gun owners.

Let's see what the appeals court decides. Each level costs a lot of money and any of them can decide against the ruling. Appeals court, Illinois supreme court, SCOTUS. Taking a legal issue all the way to SCOTUS costs a LOT of money. The government can spend it since, it's our tax money but it's tough for a defendant/plaintiff. No tax money for them.
