Default the wheel rims question

Hi
I need help with rims repainting. I have old ford car, I do not drive it, it is in a garage. I think about ways to remove the old paint and clean the rusty spots. What liquid to take for this project? Also, what paint would you recommend for the repainting my wheel rims?
Thanks

This all depends on the finish on the wheel now. Is it chrome? or a painted wheel? Also, are we talking about a steel wheel or alloy?

jack the car up, dismount the wheels from the car and take it to a tire shop. dismount wheel and tire and then use a paint remover on the wheels , sand down , prime paint and clear if you want.
