Any idea of the top speed of it? How are the brake cable/pads? Condition of the chain? Any rust beyond the obvious surface rust?

supposed to be about 30 MPH

cables appear to be in good shape, no pads, it has an internal drum style brake, chain has some rust, but not terrible.

yes... except that the new owner will need to file for lost title as I nor the past 3 owners has had a title.
