Looks normal to me, UPS and FedEx both use U haul and Enterprise vans and trucks to deliver during the holiday season, probably just switching some packages

yes, ups and fed-ex ramp up their fleet with uhauls. its common practice. and yeah, thats most likely a broken down truck. they run the hell out of those things til they break. i doubt if they really even do much PM

Yeah I confirmed this with a friend who drives for them. The drivers run out of packages on the truck during the workday around 2:00 when it is the holiday season, the Uhauls are used to replenish the packages for the drivers so they can stay on their routed area instead of driving back to the distribution center.
