The one article had quotes from the department. Apparently there is a line that is there to prevent the spinning, at some point, that line snapped. They also said that it's a known thing that the carrier will spin, but rarely that badly.

Out here if you have to get rescued due to your own stupidity you will get charged. Same if you drive your ford escort into a wash when theres a sign 3 feet away that says do not cross if flooded.
