Winners of the Illinois lottery are being forced to wait for their money, because state lawmakers haven't passed a budget and so lottery officials don't have legal authority to do payouts.

Jackpots of at least $25,000 have been put off for the foreseeable future, according to lottery spokesman Stephen Rossi.

Illinois is grappling with a serious fiscal crunch.

"Due to the ongoing budget situation in Springfield, some lottery winner payments have been delayed," he said. "All winners will be paid in full as soon as the lottery and the Illinois comptroller have the legislative authority to do so."

He said that anyone with a prize of $600 or less can cash it in at a retailer. Prizes ranging from $601 to $25,000 can be redeemed at lottery claims centers.

The holdup has been ongoing since the current fiscal year started on July 1. The Illinois lottery on its web site highlights 29 prizes that have occurred since then, ranging from $50,000 to a $262 million Mega Millions jackpot split by two winners. That jackpot happens to be the second largest prize in the history of the Illinois lottery.

I don't buy lottery tickets except in rare cases. Maybe once a year.

You're a fool to believe throwing your money away at a lottery ticket is how you get ahead in life.

For the record, I've never gambled at a casino either. $10 poker games among friends is about it.

I used to spend 100-150 a week on scratch offs and drawings. Some weeks I won and some I lost. But in the end I pretty much broke even. If I go to the casino, it's with the intent of losing.

Your casino in Elgin is a goldmine for playing Hold'em in. There are a bunch of reckless idiots playing there. That night i picked up that stuff from you I won $600. I came back a few times and won a few hundred more each time.

People playing junk hands, calling my massive raises with junk. If i go to a casino, it's to play poker.

You better believe the state is dipping into the lottery funds, that's what it has to do with it. They are massive liars coming on TV and telling people "we have everyones funds, it's all just a budget problem with the state"

Buuuuuulllshit. The state is in massive debt, and they will be reaching into any pocket they can to make up for it.

I won $2 on a scratch off once. And that's all I have to say about that.

If someone desperately needed most of that money, they could always "sell" the ticket for a fee. I'm sure there are companies that will do it.

But yeah, sucks to win that money and not get it in a timely manner because the state already spent it.
