I used to have SpdKilz but lost the plate when I put it into storage for three years when I was attending law school in California.

I came back and tried to get it again, but it wouldn't let me register it online. The DMV told me (and showed me on their computers) that no one else actually had the SpdKilz plate since I did...but that their system was not letting me get the plate.

I asked if it had been flagged or what not, and of course, they had no idea. I actually wrote to another random department of the DMV inquiring and they too never gave me a legitimate answer why after my plate lapsed, I couldn't renew the same one despite no one else having it. Oh well.
