You cannot sell to someone who is out of state without an FFL transfer. That's a federal thing.

How to buy a gun:

Private party - Create a Bill of sale, run a background check. Sign bill of sale, exchange the firearm for currency. This only applies to the state of IL. If out of state, an FFL is required.

Online - Must ship to an FFL Dealer. No Questions asked.

In-Person/Storefront - Must fill out a 4473, wait through the waiting period, go back and finalize said 4473 form, collect your firearm.

Because of IL and having to be required to have a FOID, you must present this information to any person/place in any state. The state you're buying from may not have requirements like IL to sell people firearms, but, they have to abide by your residing state in order to sell you a gun. Straw purchases aside.

This is the jest of it, but, more steps in the middle may be required.

I'm about the hardest 2A supporter you can find. This one makes sense in its current form without all the "what if" doomsday scenarios painted around it.

Let’s be realistic here, unfortunately Parkland will not be the last mass shooting that will ever take place, they will push for more legislation every time a mass shooting occurs

If this is such common sense why did it take a tragedy for anybody to be concerned with this?

If people are truly concerned about gun violence where were the protests, calls for legislation on feb. 13th or before?

This bill might actually have a positive impact on Chicago violence.

I never claimed any positive effect from the others... I actually will probably lose my firearm guy if the dealer bill passes. Not a fan of that at all.

I agree with you here, and Chicagos murder rates are unbelievable, but what everyone sees is 17 people died in ONE event, not one week spread out with several incidents

The key word on the Chicago statement is MIGHT. Doubtful though as they don't enforce the damn laws on the book. That's where the biggest problem is. A damn girl was charged 4 times for gun felonies, and served ZERO jail time. That's a problem.

That is one reason I dont support this at all. There are already laws for straw man purchased guns, but not enforced. So the answer is to add more laws? How does this make sense to people? What happens when these new laws are barely enforced? Add more? What will they go after next?
