I think the first list is % of stolen (as in 3 out of ever 30 cars made are stolen of that make/model/year), and the second list is # of stolen. (which makes sense with the civic being #1)

Just throw some NOS stickers on there and some NOS seat covers with some chrome spinner hubcaps. then noone will steal it, although you might get Keyed alot.....
