Back in the day, I searched for owners of what had been my parents' car. All I had to do was complete a form for the IL Secretary of State's office, including the VIN, and send in ~$20.
Now, though, I think it's a bit tougher to get that information, due in part to privacy concerns/laws. If you haven't already, you could start with your local DMV. I think I started there, then called the offices in Springfield IL to get the forms. Course, the Secretary of State's office may have the needed forms/info on their website by now....
