Any advice on Rust Repair ?

The GF's Mustang GT has a small spot of rust just starting to bubble up from under the paint on one of the rear wheel wells. I'd like to stop it spreading.

What would be the best thing to do?

Back when I had a Toyota, which rusted constantly, I would chip away the rusted parts best I could, sand it, treated it with rust inhibiting primer, then paint it. Would this still be an acceptable method, or is there a better way of doing it?

When you say wheel well do you mean the pinch welds where the body panel and well well metal meet? I have tried a repair like you mentioned on my truck in that area and it lasted about a month and now it has rusted all the way through. Only proper fix is have it cut out and new metal put in. Sanding and coating will slow it, but if its coming from the inside your fucked. Im just going to wait till mine disintegrate completely and replace with fiberglass prerunner style bed sides.
