could anyone on here help me? Exhaust tip modification

so I bought some mufflers and tips from sp_dynasty tonight.

i've seen people who have had these tips and cut the center part out of them.. heres a pic of what im talking about .

how they sit now.

my idea



how would i go about cutting that part out and getting it smooth, or would someone here be able to help me out ? would it be even worth my time ?
