its primarily to make sure the vehicle is repaired immediately when a fault is found...basically to reduce emissions even more, and "save" $ by eliminating the current emissions testing system and replacing it with a more automated system (thats probably projected to save millions but will undoubtedly cost more than it saves)

it fucking sucks, it would be a death knell for the current workaround for gearheads (esp in cali) who buy and mod newer cars and then convert em back to stock once every 1-2 years to pass emissions.
black boxes in cars, on board diagnostics that run multiple tests on each component (to detect simulators/workarounds), and with cars more and more connected to the world than ever before... that handy gadget that lets you start your car or unlock it with your phone from miles away gives them the ability to send you a friendly reminder that you have an emissions fault...and if you dont fix it fast enough for em...you will pay for it.

it means if you have an issue, you need to fix it right away (whether you have the $ or not) or poss face fines/other penalties. imagine if you removed your cars antenna's for wireless com's with the system...the system would note this and flag you for a roadside test

it could be nice in that you would no longer have to go to a test center every year or two....but be ready for it to enable a tax by the mile system, or enable constant logging of your habits/destinations...and there would be no chance of having a cat go bad and save up for a year to get it replaced before your next test.
every toll booth or stoplight you drive past could be pinging your car for any emissions issues.

its horseshit but its already here in one way or another as it lets dealers deny warranty claims and the ins industry loves the idea of knowing what your doing...so does every other business/advertiser/retailer/gov agency.

it would save the gov lots of $ by closing testing stations (like the phasing out of obd1 dyno tests) and make older cars more desirable as well as more of a headache to drive to a test station hours away...and make those with the skills to reprogram/skirt the system lots o money

same connector under the dash and im guessing fully compatible with current obd2/CAN readers...specialized gear would let em see exactly what your cars emissions devices are doing...and what you are doing. but at that point all they have to do is "dial your cars number" and find out without you even knowing.

its bullshit, somehow, someway, it will be a huge pain in the ass, cost us more so we can sleep better at night knowing our cars are slightly cleaner than they were while the rest of the world laughs at us as they negate our emissions reductions.
