On my twin turbo G8 I wait because it has a big aftermarket fuel system with an Aeromotive FPR which doesn't hold pressure after shutdown. It takes a good 3 seconds for it to reprime enough where the car can start. I have my fuel pump prime time set to 5.0 seconds for this reason though it usually reaches enough pressure to start after about 3 seconds.

Most modern EFI vehicles use an electronic or mechanical returnless system which maintains some pressure after shutoff so it doesn't take as long for it to prime. Most OEM priming times set in the ECU program are only about 2 seconds which isn't very long. On any stock fuel system vehicles I don't wait and just start right away.
