Need help installing hood pins on my 95

I bought the mr gasket hood pins for my 95 mustang gt and have some questions about installing them. I removed the bump stop for the hood. Do I remove the base? Or do I drill the hole on the base for the stud? What is the correct way to do the installation?

When I installed a set a few years back I removed that threaded base. When I installed the pin I put a nut with a washer on the bottom and a nut with a washer on the top. Pretty much exactly like this but with two washers, if I recall correctly once you removed threaded base its a large hole so you need the washers.
