PS issues..

So a year and a half or so ago one of the PS lines was rubbing on the either the crank pulley or a/c compressr pulley and rubbed through causing it to leak. I had the line cut and put in a rubber line with two clamps (not the best but it worked). About 6 months ago I had the rack replaced with a AC Delco reman rack.

The other night I heard a bubbling noise and then fluid leaking. I did NOT hear the sound of a PS pump running low on fluid. I did see fluid leaking from my temporary repair. Towed the vehicle and when I started it to move it the steering wheel was acting as if there was no power assist, but there was no pump whine.

I will be going to work to fix the leak and check the level, and pray, but does this seem odd that there was no whine from the PS pump? I'm hoping something in the rack or pump didnt go bad, as I had recently checked those clamps and they were tight.
